Culver’s Restaurant is coming to Harrison

The Harrison Planning Commission met on Tuesday, Nov. 26, for their monthly meeting. Commissioners were presented with a large-scale development plan at 105 Highway 43 North for a Culver’s Restaurant. Kaden Watkins with Kimley-Horn and Associates, Inc. engineering represented the business.

Chairman Brown questioned the single driveway entrance and ample

parking. Chief Operations Officer Wade Phillips explained that the driveway was standard-sized and had enough parking spaces with two ADA compliant spaces. Len Gardner with Culver’s told commissioners that most Culver’s restaurants seat about 85 people and some 50% of their business is in the drive-thru. After some discussion, Commissioner Harp moved, with Commissioner Williams’ second, to approve the large-scale development. The motion carried on a unanimous vote.

Commissioners were presented with a large-scale development plan at 1204 Highway 65 North for a First Community Bank Branch. Chairman Brown asked if the grading on the west side of the building would be lined with riprap stones, but architect Tim Yelvington with RPPY

Architects said the slope is actually planned to be sodded. After some discussion, Commissioner Williams moved, with Commissioner Vining’s second, to approve the large-scale development. The motion carried on a unanimous vote.

COO Phillips updated commissioners on changes that would go into effect regarding commercial and residential construction in flood plains. He explained that the Harrison City Council read a proposed ordinance in November and he anticipated the second and third readings and adoption would be in December.

Commissioners voted unanimously to move the December Planning Commission meeting from Tuesday, December 24, to Tuesday, December 17, due to the Christmas holiday.

COO Phillips also asked commissioners to look at the 2025 calendar for potential meetings in November and December. Phillips explained that it would be optimal to schedule those meetings well in advance in case public hearings were necessary.

Commissioners voted unanimously to leave the November meeting on the Tuesday before Thanksgiving, but the December meeting was moved from December 23, 2025, to December 16, 2025.
